This PR adds a devMode feature accessible via the ?dev=true URL parameter which bypasses the startup tutorial and ignores the locally precompiled IndexedDB geodata/railwaydata cache to force a fresh data rebuild. It also updates the GeoJSON downloading logic to support exact hash matching in geojson_manifest.json, preventing unnecessary data updates unless a precise hash change is detected.
